Restructures the Southeast Louisiana Flood Protection Authority-East board composition to require three members who reside outside the authority's territorial jurisdiction, and changes the professional member mix from five engineers/four other professionals to four engineers/three other professionals

Adds the executive director of the Coastal Protection and Restoration Authority (or designee) to the nominating committee and designates this position as committee secretary and records custodian, replacing regional directors/board presidents in these roles

Reduces the deadline for nominating committees to submit nominees for unexpected vacancies from 120 days to 90 days, and increases the number of nominees required from one to two for all vacancy types

Changes commissioner term limits from two consecutive terms to three consecutive terms, effective June 1, 2025, with former board members eligible for reappointment after sitting out four years

Authorizes nominating committees to meet and convene remotely, requires representation by the attorney general, and directs CPRA to assign staff to assist with committee work and attend all meetings
