Requires energy sources to be affordable, reliable, dispatchable, and include hydrocarbon-generated energy, with cost comparisons excluding government subsidies over the past five years (exempting advanced nuclear)

Defines "green energy" and "clean energy" to include nuclear power and natural gas when combustion meets EPA National Ambient Air Quality Standards under the Clean Air Act

Applies this expanded green/clean energy definition to all state programs funding green or clean energy initiatives
