Establishes "leadership committees" as a new committee type for elected officials, separate from principal campaign committees, with restrictions prohibiting expenditures supporting the affiliated official's own campaigns or opposing their opponents

Increases various monetary thresholds throughout campaign finance law, including: in-kind contribution reporting threshold from $25 to $50, cash contribution limits from $100 to $200, committee registration threshold from $500 to $1,000, and candidate reporting threshold from $2,500 to $5,000 in expenditures

Creates formal rules for joint fundraising agreements between committees, requiring written agreements, allocation formulas, dedicated depository accounts, and specific notice requirements for solicitations

Expands foreign national contribution prohibitions to include citizens of designated foreign adversary nations, state sponsors of terrorism, foreign terrorist organizations, and nonprofits receiving more than $100,000 or 20% of contributions from foreign nationals

Requires the Supervisory Committee on Campaign Finance Disclosure to submit annual reports to legislative committees including aggregated data on investigations, charges, fines, and relevant court decisions interpreting campaign finance law
