Creates an alternative pathway to qualify for TOPS-Tech scholarships by allowing students to meet any two of three academic criteria instead of requiring both GPA and test scores

Adds a third eligibility option: successful completion of at least 9 credit hours of early college credit through academic or technical dual enrollment courses, or equivalent validated skills and learning measures approved by the Statewide Articulation and Transfer Council

Maintains existing eligibility requirements of a minimum 2.5 GPA on the TOPS-Tech core curriculum and a minimum ACT score of 17 (or silver on WorkKeys), but students now only need to meet two of the three criteria

Retains the higher minimum ACT score of 19 for home study program graduates

Applies to students enrolling as first-time college freshmen during or after the 2025-2026 academic year
