Expands the definition of "first responder" in Louisiana law to include electrical linemen who install, maintain, or repair electrical transmission and power distribution systems

Electrical linemen qualify as first responders only during weather emergencies declared by the governor pursuant to R.S. 29:721 et seq.

Electrical linemen are not entitled to state or local government compensation, pensions, or other benefits based solely on their employment as linemen

Electrical linemen remain classified as private sector employees not governed by the state or local governmental subdivisions, though they may display "first responder" on their uniforms

Effective upon signature by the governor or upon expiration of the time for bills to become law without signature
