Repeals Chapter 10 of Title 48 (R.S. 48:1451-1461), which established the Capital Area Transit System (CATS) as a political subdivision of the state operating public transportation in East Baton Rouge Parish

Eliminates the 9-member board of commissioners that governs CATS, along with provisions for multi-parish participation and board reapportionment based on financial contributions

Transfers all obligations, property, records, and employees of CATS to the city of Baton Rouge, parish of East Baton Rouge

Removes CATS' statutory powers including the authority to levy voter-approved taxes, set fares and routes, issue bus-for-hire permits, borrow money, and construct transit systems including bus rapid transit and light rail
