Restructures the Recreation and Park Commission for East Baton Rouge Parish from 3 ex officio and 6 appointed members to 5 ex officio and 4 appointed members, maintaining a total of 9 commissioners

Replaces the previous ex officio members (mayor-president designee, school board member, planning commission member) with the mayors of Baker, Baton Rouge, Central, St. George, and Zachary, who may each designate someone to serve in their place

Reduces appointed members from 6 to 4, with residency requirements that at least 2 must be Baton Rouge residents and at least 1 must be from unincorporated East Baton Rouge Parish

Increases the quorum requirement from 4 to 5 members and shifts the appointing authority from the metropolitan council to the governing authority of the city of Baton Rouge

Terminates current commission members' terms upon the Act's effective date, though they remain in office until new members take their positions
