Repeals R.S. 33:4570 through 4570.4, abolishing the Recreation and Park Commission for the Parish of East Baton Rouge, which currently operates as a state subdivision to plan, own, and operate public recreational and park facilities

Transfers all obligations, property, records, and employees of the commission to the city of Baton Rouge, parish of East Baton Rouge

Eliminates the nine-member commission structure, which includes six appointees from the city-parish governing authority and three ex officio members (mayor-president or designee, school board member, and planning commission member)

Removes the commission's authority to impose and collect taxes on taxable property in East Baton Rouge Parish, as well as powers to incur debts, acquire property, and sue or be sued

Becomes effective upon the governor's signature or upon expiration of the time for bills to become law without signature
