Lincoln Parish is added to existing expropriation authority previously held only by the City of Ruston, allowing the parish to acquire property through declaration of taking when amicable acquisition fails

Expropriation may be used for streets, roads, drainage, water, utility, sewerage, electric, or other capital projects

Property may be acquired prior to court judgment on compensation amount, with title vesting upon final court order

Expropriation petitions must be filed in the Third Judicial District Court and include a certified resolution from the governing authority, plus engineering certificates for right-of-way takings

Property owners have one year from written notification of project completion to file an answer seeking a trial to determine compensation
