Courts, administrative judges, and hearing officers must interpret state statutes and rules de novo, without deferring to an agency's interpretation of its own statutes or rules

Agencies that issue final decisions in adjudication proceedings are prohibited from seeking judicial review of those decisions under this chapter

Changes terminology from "person" to "party" for who may seek judicial review when aggrieved by a final agency decision

Removes a previous exception that allowed the Department of Children and Family Services to seek judicial review in appeals under Children's Code Article 616.1.1

Effective upon signature by the governor or upon expiration of the time for bills to become law without signature
