LA HCR15

Prohibits the General Appropriation Bill, capital outlay bill, or any appropriation bill containing funding for a state budget unit or political subdivision from also including appropriations for nongovernmental entities

Retains the requirement that nongovernmental entities submit funding requests to House and Senate appropriations and fiscal committees by November 1st each year

Late submissions (after November 1st) may still be included if approved by the Joint Legislative Committee on the Budget or Capital Outlay prior to the bill introduction deadline

Requires a completed Nongovernmental Entity Funding Request Form for each nongovernmental entity receiving state appropriations, submitted upon bill introduction or through amendment

Effective July 1, 2025
