Creates the Grid Efficiency Task Force to study deployment of Grid Enhancing Technologies (GETs), High Performance Conductors (HPCs), and Virtual Power Plants (VPPs) in Louisiana's transmission system

Task force includes 12+ members: chairs of House and Senate Natural Resources committees, Secretary of Energy and Natural Resources, Public Service Commission chairman, utility and cooperative representatives, industrial consumers, LSU Center for Energy Studies, and renewable energy/transmission infrastructure representatives

Task force must hold initial meeting by July 31, 2025, meet at least quarterly, and submit written recommendations to the governor and legislative committees by February 1, 2026

Required research topics include transmission system congestion assessment, regulatory and market barriers, cost savings for ratepayers, workforce development needs, and pilot project recommendations

Context: MISO South region faces $134 million in annual congestion costs, 39 gigawatts of generation projects waiting to connect, and projected 8% peak demand increase over 10 years according to federal data cited in the resolution
