Repeals House Rule 8.8.1, known as the "Berthelot Rule," which allows noncontroversial legislative instruments to be considered out of order on third reading and final passage

Under current rules, the Speaker may invoke this procedure at discretion upon any member's motion to expedite noncontroversial bills

Current rule requires a majority vote of members present to proceed if any member objects, with no debate allowed on the motion

Bills skipped or objected to under the Berthelot Rule retain their original calendar position for later consideration
