Louisiana Department of Education and Department of Health are urged to jointly study and develop recommendations for preserving school-based health center (SBHC) services when public schools undergo changes in operational control or governance, such as charter conversions or management transitions.

Departments must collaborate with stakeholders including SBHC providers, school operators, local education agencies, and community partners in developing the recommendations.

Recommendations must address: processes for notifying SBHC providers before transitions, guidance on preserving facility access agreements and MOUs, model contract language to protect service continuity, and identification of statutory or regulatory barriers.

Departments must publish recommendations on their websites no later than 60 days prior to the 2026 Regular Session.

Resolution to be transmitted to the state superintendent of education and the secretary of the Louisiana Department of Health.
