Requires eight Louisiana state agencies (including Department of Health, Department of Education, OMV, Department of Corrections, and higher education institutions) to determine the legal status of individuals receiving state services and calculate the total dollar value of services provided to "illegal aliens" and "unaccompanied alien children"

Mandates annual reports to the governor, attorney general, and legislature one week before each regular legislative session, detailing the number of recipients by legal status and total costs broken down by service type (healthcare, education, motor vehicle services, emergency preparedness, tax benefits)

Establishes verification processes including requesting proof of U.S. citizenship or lawful presence and coordination with federal agencies through the SAVE (Systematic Alien Verification for Entitlements) system

Defines "illegal alien" broadly to exclude individuals with parole, temporary protected status, deferred action, or similar administrative statuses from being considered to have lawful immigration status

Authorizes withholding of agency funding for noncompliance, with implementation subject to legislative appropriation
