Requires proper licensure under R.S. 40:1472.1 for any person to knowingly and intentionally manufacture, possess, or control a bomb

Creates definition of "enhanced security zone" as public spaces hosting more than 15 million people annually, containing venues with 75,000+ capacity, convention centers over 1 million square feet, and a land-based casino—specifically including New Orleans' French Quarter, Downtown Development District, and Exhibition Hall Authority District

Increases penalties for bomb violations within an enhanced security zone within 100 feet of a permitted parade, demonstration, or gathering: fines up to $20,000 and/or imprisonment at hard labor for up to 20 years (standard violations remain at $10,000 fine and/or 20 years)

Requires applicants for explosives dealer-distributor, user, blaster, or handler licenses to bear costs of background investigations and criminal history records checks conducted by Louisiana State Police and FBI
