Authorizes the Louisiana Department of Environmental Quality secretary to create a "federal permitting parity program" to expedite environmental permits for small modular nuclear reactor development and construction

Requires applicants to be electric public utilities with a letter of collaboration on file from a federal agency (including the President, DOD, DOE, USDA, State Department, Interior, EPA, or Nuclear Regulatory Commission)

Expands the definition of "electric public utility" for this program to include any provider, operator, owner, generator, developer, designer, or customer of a small modular reactor

Requires rulemaking under the Administrative Procedure Act with notice indicating permits issued under the federal permitting parity program for nuclear power generation
