LA SB142

Amends the Lafayette Police Department's civil service promotion system to apply seniority-based ranking only to the ranks of lieutenant and captain, changing the previous threshold from "lieutenant or above"

Creates a new process for filling the rank of major: employees at sergeant rank or above may take a competitive exam, and the chief of police selects from all who pass (rather than strict seniority-based selection)

Major appointments are limited to one-year terms with annual review, allowing the chief to reconfirm or demote the employee at discretion without appeal rights and without loss of seniority

Employees serving as major cannot be certified for promotion to the next higher class until they are demoted back to their previous position

Effective July 1, 2025, applying only to new major appointments or those still in probationary status, not employees with permanent major status as of that date
