Adds 7-hydroxymitragynine and mitragynine (the active compounds in kratom) to Schedule I of Louisiana's Controlled Dangerous Substances list

Adds Mitragyna speciosa (the kratom plant) to the list of prohibited plants under state law

Manufacturing, distributing, or possessing with intent to distribute kratom carries penalties of up to $50,000 fine and 1-5 years imprisonment, depending on quantity (under 500 grams vs. 500 grams or more)

Simple possession of 20 grams or less carries a maximum $100 fine; possession of more than 20 grams carries up to $500 fine and 6 months jail on first offense, increasing to $1,000 and 6 months for subsequent offenses

Repeals R.S. 40:989.3 and takes effect August 1, 2025
