All elected officials of municipalities and municipal employees involved in procurement must complete a minimum of one hour of annual training on procurement and public contracts beginning July 1, 2026

Training requirement applies to employees whose duties include purchasing materials and supplies, public works, or drafting, managing, and supervising contracts including cooperative endeavor agreements and professional services contracts

The Louisiana Legislative Auditor is responsible for providing the training, with authority to contract with nonprofit entities or other organizations to deliver it

Training may be provided through web-based means and must cover Public Bid Law, public contracts, change orders, and the letting of public contracts under R.S. 38:2211 et seq.

The Legislative Auditor must maintain records documenting and certifying completion of training by municipal officials and employees
