Division of administration must issue guidance for local governmental entities receiving state funds that contract with third parties for public works projects

All contracts require a preconstruction meeting between the local entity, contractor, and design professional to establish a point of contact, payment procedures (including electronic fund transfer), digital signature acceptance, and expedited grievance procedures

Division of administration and Department of Transportation and Development must develop and maintain payment tracking software for local entities and contractors by July 1, 2026

Beginning July 1, 2026, all elected municipal officials and municipal employees involved in procurement must complete minimum one hour of annual training on public contracts, provided by the legislative auditor

Training covers Public Bid Law, public contracts, change orders, and may be delivered via web-based means; legislative auditor maintains completion records
