Increases the annual limit for public entities to self-perform levee restoration or rehabilitation work (not federally maintained) from $1 million to $1.5 million, including labor, materials, equipment, and up to 15% administrative overhead

Applies to work on levees and mitigation on public lands owned by the state or political subdivisions, performed without competitive public bidding

Requires public entities to submit annual reports to the Joint Committee on Transportation, Highways and Public Works detailing scope of work, time period, itemized costs (labor, materials, equipment), and rationale for self-performing rather than using public bid process

Extends the sunset date for these provisions from December 31, 2028 to June 30, 2036

Equipment costs must follow rates in the Associated Equipment Distributors Rental Rate Book, with reports specifying whether equipment was owned or rented
