Expands the definition of "gambling by computer" to include online games and promotions using dual-currency systems that allow players to exchange currency for prizes, cash, or cash equivalents, explicitly classifying these as illegal sweepstakes rather than legal promotions

Increases criminal penalties for illegal computer gambling operations from a maximum fine of $20,000 to a range of $10,000 to $100,000 per occurrence, with up to five years imprisonment, and adds violations to the Unfair Trade Practices and Consumer Protection Law

Prohibits gaming manufacturers and suppliers from receiving permits if they or their affiliates have accepted revenue within the past five years from jurisdictions on the Financial Action Task Force blacklist, countries designated as state sponsors of terrorism, or countries that prohibit gaming

Authorizes the Louisiana Gaming Control Board to bring civil enforcement actions to shut down illegal gambling websites and mobile applications, and to revoke permits of companies found accepting revenue from prohibited jurisdictions

Requires annual disclosure from gaming manufacturers and suppliers of any activity in prohibited jurisdictions, with material misrepresentations subject to permit denial, administrative penalties, suspension, revocation, or findings of unsuitability for officers and directors
