Creates a legal framework for "tactical medical professionals" (licensed paramedics or physicians) employed by law enforcement agencies to support tactical units during high-risk incidents such as hostage situations, narcotics raids, active shooter events, and barricaded suspects

Authorizes tactical medical professionals to carry firearms during tactical operations if they hold a valid concealed weapons permit, are appointed by the law enforcement agency head, complete required firearm and tactical training, and participate in annual training

Grants tactical medical professionals the same immunities and self-defense privileges as law enforcement officers during tactical operations, with no duty to retreat when defending themselves or others from bodily harm

Establishes minimum training requirements for auxiliary peace officers: 100-120 hours of core curriculum covering legal definitions, Miranda rights, firearm training, de-escalation strategies, use of force, CPR, and first aid, with 20 hours of annual in-service training required

Defines auxiliary officers as volunteers serving sheriff's departments who may perform duties like event security and traffic direction, but may not make arrests, issue citations, or conduct searches unless under direct supervision of a P.O.S.T. certified deputy sheriff
