Renames the Department of Energy and Natural Resources to the Department of Conservation and Energy, replacing the commissioner position with a secretary appointed by the governor, and creates new offices for permitting and compliance, enforcement, and state resources

Establishes a new remediation process for oilfield environmental damage disputes through a three-member review panel, with prescription suspended during proceedings and immunity granted to panel members from civil liability

Creates comprehensive water resource management authority for the department, including power to establish groundwater districts, require well permits and metering, limit production rates in threatened aquifers, and prevent saltwater intrusion

Reconstitutes the Natural Resources Commission as a coordination body composed of cabinet secretaries to oversee statewide water management planning and intergovernmental responses, meeting quarterly

Repeals various existing statutes including R.S. 17:200-220, portions of Title 30 related to coastal wetlands conservation, and certain Title 38 provisions related to groundwater management districts, effective August 1, 2025
