Transfers the University of New Orleans from the University of Louisiana System to the Louisiana State University System, effective upon approval from the Southern Association for Colleges and Schools, Commission on Colleges (SACSCOC)

Requires the UNO president to submit a letter requesting the governance change to SACSCOC by August 1, 2025, and mandates a comprehensive transition plan be presented to the Board of Regents and legislative education committees by April 1, 2026

Prohibits the University of Louisiana System from selling or transferring UNO assets, incurring new debts for UNO, or disproportionately reducing UNO's formula funding during the transition period

Requires the commissioner of administration to ensure sufficient transfer funding, purchase indemnification insurance, and hold both university boards harmless for liabilities arising from the transfer of contracts, financing, or property

Requires LSU to form a transition team with Greater New Orleans stakeholders and legislative committee members, and to develop policies addressing employee status and tenure issues resulting from the transfer
