Authorizes political subdivisions to use a qualifications-based selection process (RFQ) to identify energy services providers, evaluating criteria such as experience, technical capacity, past performance, and financial strength before requesting detailed technical proposals

Allows political subdivisions to require investment grade audits from proposers before executing contracts, with audit costs reimbursable as part of the contract or included in total project financing

Permits guaranteed-savings contract structures where payments are contingent upon realized savings, and allows the independent third-party evaluation consultant to approve alternatives to annual savings measurement after verified year-one performance

Changes public notice requirements from "request for proposals" to "request for qualifications" and removes previously mandated detailed proposal requirements including itemized ECM listings, equipment descriptions, and maintenance specifications
