Requires the reimbursement schedule to be updated at least every two years, with facility charges capped at the mean of charges from a minimum of 30 Louisiana facilities providing similar care

Creates a new dispute resolution process requiring disputes to go through the medical services section, then to an independent medical bill reviewer, with appeals heard by a newly created reimbursement hearing officer position (requiring 10+ years of medical coding/billing experience)

Establishes that appeals from the reimbursement hearing officer go directly to the First Circuit Court of Appeal, with decisions only overturned upon showing of clear factual or legal error

Effective January 1, 2027, applying only to charges incurred on or after that date
