Authorizes the Louisiana Department of Transportation and Development to use A+B bidding and other best project delivery methods for road and highway construction projects

A+B bidding combines traditional contract unit price ("A") with estimated completion time ("B"), awarding contracts to the lowest combined total rather than price alone

Requires the department to evaluate A+B bidding starting July 1, 2025, for projects meeting specific criteria: roadways with over 20,000 average daily traffic, projects exceeding 365 calendar days, costs over $10 million, or multi-phase construction

Intended to increase efficiency and reduce delays in state highway construction

Becomes effective upon the governor's signature
