Governor may appoint police or fire chief in municipalities with population between 45,000-48,000 if a vacancy exceeds 12 consecutive months and the local governing authority has failed to confirm a mayoral appointment; provisions apply retroactively to June 1, 2023

Revenue from automated speed enforcement devices, mobile speed cameras, and red light cameras in Orleans Parish (outside school zones) must be used exclusively for stormwater drainage infrastructure, maintenance, and improvements

Municipalities may sell or lease water utilities graded "D" or "F" under the Community Drinking Water Infrastructure Sustainability Act without voter election, if the governing authority finds it is financially, managerially, or technically unable to restore the utility to a "C" grade or better

Sewer utilities with pollutant discharge violations exceeding permit limits for three or more consecutive quarters may be sold or leased without voter election under similar inability-to-comply findings

Local governing bodies gain explicit authority to create districts and commissions by ordinance, and receive expanded control over drainage channels with legal servitude extending 100 feet on both sides of drainage channels and outfall canals
