Authorizes the Louisiana Board of Massage Therapy to adopt rules preventing fraud, abuse, human trafficking, and other criminal activity at massage establishments

Requires unannounced, in-person inspections within 10 days of receiving complaints alleging illicit activity at massage establishments

Mandates state and federal criminal background checks for all massage therapists and establishment license applicants and renewals, with automatic disqualification for sex-related crimes, violent crimes, or massage therapy-related crimes

Prohibits massage establishments from being used as living quarters, sleeping areas, or shelters unless zoned for residential use; requires automatic license revocation if owners, managers, or supervisors violate the law

Establishes annual reporting requirements to the legislature by March 1, including complaint summaries, inspection results, license statistics, and enforcement actions taken
