Creates the "Louisiana First Transparency, Investing, and Reporting Act of 2025" requiring individuals representing foreign governments, corporations, or educational institutions to register as foreign agents with the Secretary of State and file monthly activity reports

Imposes fines of at least $25,000 for failure to register within five business days, $15,000 for late monthly reports, and $100,000 for falsified filings, with whistleblowers receiving 50% of fines from successful convictions

Disqualifies corporations from state economic development incentives after August 1, 2025 if they are foreign corporations from designated adversary nations (China, Russia, Iran, North Korea, Cuba, Venezuela) or have 5% or greater ownership from those countries

Requires all public utility and renewable energy solar projects to use U.S.-made solar panels to receive state/local approval, grants, loans, or funds, with violators required to repay funds plus a 50% penalty

Mandates post-secondary institutions report foreign gifts of $50,000 or more annually to the Board of Regents and prohibits state and local governments from purchasing drones, computer hardware, routers, servers, or network switches from Chinese companies
