Establishes the St. George Community School System as a separate school district within East Baton Rouge Parish, with boundaries coterminous with the city of St. George, to begin operations on July 1, 2027

Creates a seven-member St. George Community School Board elected from single-member districts, with an interim board appointed by the governor within 30 days of the Act's effective date to serve until elected members take office

Transfers all lands, buildings, facilities, school buses, and other property located within St. George boundaries from East Baton Rouge Parish School Board to St. George Community School Board by June 30, 2027

Requires St. George to reimburse East Baton Rouge for post-employment benefits of employees hired by St. George through a "Legacy Benefit Trust" funded on a per-pupil basis, and to pay its share of Qualified School Construction Bond debt service

Allows students to remain enrolled in their current schools across district boundaries through certain grade levels, and requires the two systems to enter agreements permitting cross-enrollment in charter schools and magnet programs
