Requires the secretary to give substantial consideration to local government comments when determining actions on matters requiring public comment periods or public hearings related to carbon sequestration

Grandfathers existing certificates of public convenience and necessity for carbon dioxide transporters issued before the effective date, allowing them to remain valid and in force

Protects carbon dioxide storage operators and transporters from being classified as common carriers or public utilities due to their participation in the carbon sequestration program

Shields storage operators and transporters from common carrier/public utility duties, obligations, or liabilities under state law, and from increased state tax liability absent changes to tax laws

Effective upon signature by the governor or upon expiration of the signing period
