Restructures the Louisiana Motor Vehicle Commission's 18-member composition to require 15 industry members with at least 5 consecutive years of active licensure, and 3 public members who must be retired judges or attorneys with at least 10 years of legal experience

Creates a formal dispute resolution panel consisting of the 3 public members with exclusive adjudicatory authority to hear protests, complaints, and contested matters, including power to issue subpoenas, compel witnesses, administer oaths, and render final decisions

Requires the attorney general to supervise legal services for the commission and appoint separate legal counsel for the dispute resolution panel

Expands the definition of "satellite warranty and repair center" to include facilities of manufacturers/distributors who were licensed as of January 1, 2024 to lease motor vehicles, provided they have no franchised dealers in Louisiana

Allows manufacturers/distributors meeting the January 1, 2024 licensing criteria to operate satellite warranty and repair centers if neither they nor any common entity (defined as 30%+ equity interest ownership) has franchised motor vehicle dealers in the state
