LA SB39

Enacts R.S. 9:2800.30 to limit liability of the Louisiana Department of Public Safety and Corrections, sheriffs, and their employees for false imprisonment claims by convicted offenders

Requires offenders challenging sentence calculations, release dates, good time dates, or parole dates to first pursue administrative remedies under R.S. 15:1171 et seq. with judicial review exclusively in the 19th Judicial District Court in East Baton Rouge Parish

Mandates that offenders obtain a "bona fide termination" (final ruling on the merits with all appeals exhausted) in their favor before filing any civil damages lawsuit for false imprisonment

Civil actions filed before obtaining bona fide termination will be dismissed without prejudice; actions filed after failing to timely pursue required administrative procedures will be dismissed with prejudice

Applies prospectively only, effective August 1, 2025
