Expands conditions triggering fiscal administrator appointment to include material fraud, false public records, audit opinions other than unmodified, bond covenant violations, reliance on nonrecurring revenue for operations, failure to adopt balanced budgets, and missed payments to retirement systems or tax authorities

Reduces the audit compliance threshold from three to two consecutive fiscal years of missing required audits before a political subdivision automatically loses "financial stability" status

Creates a new "limited jurisdiction fiscal administrator" position with authority restricted to specific departments or functions needed to address emergencies affecting fiscal stability and public health, safety, or welfare

Grants limited jurisdiction fiscal administrators broad powers including amending budgets, reviewing contracts, appointing and removing personnel, reorganizing departments, and approving expenditures during emergencies

Requires governing authorities to adopt budget amendments proposed by limited jurisdiction fiscal administrators within seven days; courts may order adoption if local authorities fail to comply or make unapproved revisions
