Proposed agency rules that the Legislative Fiscal Office determines will cost $200,000 or more per year in state funds or impose $600,000 or more in costs to regulated entities over three years must be approved by legislative oversight subcommittees before taking effect

The approval requirement does not apply if the fiscal or economic impact was already accounted for in the fiscal note of the legislation that mandated the rulemaking action

Rules meeting the cost thresholds may bypass legislative committee approval only if a committee fails to hold a hearing within 30 days of receiving the required report AND the governor provides written approval

Amends the Administrative Procedure Act (R.S. 49:961) to add new oversight mechanisms for costly administrative rules

Effective August 1, 2025
