Municipalities may place a privilege (lien) on multifamily residential properties with more than four dwelling units for unpaid sewage disposal and water system service charges, but only for properties using master meter service agreements

Property owners must receive written demand via mail, email, hand delivery, or other reasonable method and have 30 days to pay before a municipality can file a sworn statement of privilege

The sworn statement of privilege must be filed in the parish mortgage records and include the property description, owner name, amount owed, and date of written demand

Once filed, the privilege takes priority over all mortgages, privileges, and other rights recorded after the statement of privilege, except as provided in the Private Works Act

The privilege secures unpaid charges plus interest at the legal rate from the date due, and ceases in accordance with Civil Code Article 3357
