Increases the consent threshold for carbon sequestration storage unit operations from 75% to 85% of owners in interest, calculated based on surface acreage proportion

Requires carbon sequestration facility or pipeline operators to complete multiple steps before exercising eminent domain: provide written notice to landowners, allow landowner presence during property appraisals, conduct at least five in-person negotiation meetings, and submit a formal written offer with 10 days for response

Expands permit application notification requirements to include all mineral servitude owners, mineral lessees, operators, and surface owners within the area of review (Class VI permits) or within 500 feet (Class V test wells)

Mandates the commissioner of conservation give substantial consideration to local government comments during public hearings or comment periods on carbon sequestration matters

Requires the department to publish notice of each Class VI or Class V geologic sequestration permit application on its website
