Restricts automated speed enforcement devices and mobile speed cameras to use only in lawfully posted school zones, with exceptions for municipalities with populations between 15,000-16,000 in parishes with populations between 70,000-90,000

Establishes malfeasance in office charges for public officers or employees who intentionally violate traffic camera regulations under R.S. 32:43 et seq.

Requires specific school zone markings including two-foot-wide yellow stripes with "Entering School Zone" at entrances and "School Zone Ahead" painted 200 feet before each zone, plus signage indicating camera presence within 200 feet

Prohibits criminal fines from automated speed enforcement citations issued by mail, bars reporting unpaid citations to credit bureaus, and prevents referral of delinquent traffic camera debts to the Department of Revenue's debt recovery office

Mandates free administrative hearings and judicial reviews for vehicle owners contesting citations, and requires mailed citations to include self-addressed stamped envelopes or QR codes for accessing ownership certification forms without fees
