Louisiana Legislature requests Congress conduct a full, transparent, and independent investigation into intentional chemical dispersion into the atmosphere for geoengineering purposes, including solar radiation modification, carbon dioxide removal, and weather modification experiments

Investigation should determine what substances are being dispersed, which entities are responsible, the stated purposes of activities, and potential effects on air, soil, water quality, and human and ecological health

Resolution cites concerns about atmospheric activities that may have occurred without public knowledge or consent within Louisiana's airspace, including "visible phenomena" claimed to be distinct from ordinary aircraft contrails

Copies of the resolution to be transmitted to the U.S. President, Secretary of Health and Human Services, both chambers of Congress, Louisiana's congressional delegation, and Louisiana state officials including the governor and attorney general
