Creates the Task Force on Energy Infrastructure and Modernization to study and recommend legislation promoting energy self-generation, industrial microgrids, and expedited permitting for energy infrastructure projects.

Responds to projected 90% increase in Entergy Louisiana base rates from 2018 to 2030 and industrial sector demand for self-generation options, as Louisiana's industrial sector consumes over 40% of the state's electricity.

Task force includes 10 members: chairs of Senate Natural Resources and Commerce committees, Public Service Commission chair, secretaries of Louisiana Economic Development, Energy and Natural Resources, and Environmental Quality, plus representatives from utilities, electric cooperatives, industrial consumers, and generation developers.

Must evaluate alternatives to traditional utility regulations for merchant generators, grid interconnection frameworks, legal structures for generators to serve multiple industrial customers directly, and statutory reforms for firm permitting timelines.

Designees due by August 15, 2025; first meeting by September 15, 2025; written plan with legislative proposals due to the Senate by March 1, 2026, at which point the task force terminates.
