Creates the Youth Tobacco and Nicotine Cessation Task Force to study effects of tobacco and nicotine use by persons under 21 years of age, including e-cigarettes and vapor products

Task force comprises 18 members including the governor, legislators, state agency heads, health organization representatives, school associations, a youth council representative, and tobacco industry stakeholders

Directs the task force to identify prevalence of youth vaping and tobacco use, examine health outcomes, evaluate enforcement of underage sales restrictions, review taxation strategies, and assess cessation programs

Louisiana Department of Health shall provide staff support to the task force

Task force must report findings and recommendations, including proposed legislation, to the Senate Committee on Health and Welfare by January 1, 2026
