Louisiana Senate commends the Downtown Development District (DDD) of New Orleans on its 50th anniversary, established July 12, 1974 as the nation's first assessment-based business improvement district

DDD began operations in 1975 with voter-approved authority to levy property taxes, later expanded through referenda in 1979 and 2001 extending its lifespan and bonding authority through 2030

Eleven-member board of commissioners appointed by local elected officials governs the district, which covers the area bounded by Iberville Street, Pontchartrain Expressway, Claiborne Avenue, and the Mississippi River

DDD has led major projects including the $17 million Canal Street streetscape initiative and issued bonds for capital improvements supporting economic development, public safety, and cleanliness
