Requests the Louisiana Department of Transportation and Development to support the University of New Orleans Transportation Institute (UNOTI) in conducting a planning study for the South Claiborne Avenue Link Development project

First phase of the project would create a dedicated bike and pedestrian path on the neutral ground from South Claiborne Avenue/Martin Luther King Jr. Boulevard to South Claiborne Avenue/Louisiana Avenue

Planning study must include community engagement, technical assessments, funding strategies, and long-term maintenance recommendations

UNOTI is designated by the U.S. Department of Transportation as Louisiana's only Tier I University Transportation Center and has prior experience with similar projects including the Lafitte Greenway

Findings and recommendations must be reported to the Senate Committee on Transportation, Highways and Public Works no later than 60 days before the 2026 Regular Session
