Expands existing law governing behavioral health services in public schools to also cover primary health services, allowing primary care providers to deliver medically necessary healthcare to students during school hours when requested by parents and authorized by third-party payors such as Medicaid or commercial insurance

Requires primary care providers operating in schools to maintain $1 million per occurrence/$1 million aggregate liability insurance, complete criminal background checks, and comply with student education and health plans

Prohibits public school governing authorities from entering exclusive contracts with primary care providers that prevent parents from choosing their own provider, while protecting existing contracts in effect as of August 1, 2026

Establishes that school-based health centers are not required to sign consent-to-release agreements requiring disclosure of protected health information, limiting shared information to nonclinical data needed for care coordination and student safety

Requires the State Board of Elementary and Secondary Education, in consultation with the Louisiana Department of Health and medical/nursing licensing boards, to promulgate implementation rules; applies to all public schools including charter schools
