Entities or groups must have political contributions or expenditures exceeding 50% of their total annual spending to qualify as a "committee" subject to campaign finance disclosure requirements

Expands terminology from "association, political party, or group" to the broader "entity's or group's" spending

Applies to spending calculations on a calendar year basis
