Public postsecondary education management boards may develop voluntary phased retirement programs for faculty and staff to support recruitment, retention, knowledge transfer, and succession planning.

Eligible employees must be retirement-eligible under R.S. 11:761, have at least 10 years of service at a Louisiana public postsecondary institution, and be age 59½ or older.

Program participation lasts 12-36 months with a minimum 50% workload requirement during the phased retirement period.

A written memorandum of understanding specifying workload, schedule, and expectations must be executed and approved by the institution's human resources, academic, and fiscal officers.

Management boards may adopt policies before July 1, 2027, but cannot implement programs until that date; the Act takes effect only if HB 42 of the 2026 Regular Session is enacted.
