Allows commercial driver's licenses (CDL) for intrastate commerce to be issued to persons 18 years of age or older, while CDLs for interstate commerce or with hazardous materials endorsements require applicants to be 21 years of age or older.

Removes the restriction that prohibited Class "A" CDL holders who tested in vehicles other than tractor-trailer combinations from operating "eighteen wheelers," eliminating the requirement to pass an additional skills test in a tractor-trailer.

Retains the restriction for drivers who test in vehicles with pintle hook or non-fifth wheel connections, prohibiting them from operating fifth-wheel tractor-trailers unless they complete a separate skills test.

Repeals minimum vision requirements for intrastate driver waivers under R.S. 32:408(B)(7).

Removes the statutory definition of "straight vehicle" from Class "B" CDL requirements while updating language to include both gross vehicle weight rating and gross vehicle weight measurements.
